BCW Traffic Management was founded by Jack Liu and Cailin Wadden in February 2020 in British Columbia. From a lean startup built during a pandemic to a fast-growing operation serving major contractors, the company has scaled through disciplined operations, field-first execution, and a strong commitment to safety.

The business supports ministries, municipalities, general contractors, and fellow traffic control companies with dependable crews, planning expertise, equipment, and rapid dispatch coordination.

2020
The Beginning

BCW was registered on February 6 with 3 pickup trucks and 4 employees. Even during the pandemic slowdown, the company secured its first customer and closed the year with 7 trucks and 11 employees.

2021
Growth Year

BCW expanded its client base with reputable construction partners and scaled to 18 trucks and 25 employees, strengthening its operating footprint across the region.

2022
Major Projects

BCW delivered its first major Ministry of Transportation project near Boston Bar and moved from a basement setup into an office in Surrey, reaching 32 trucks and 45 employees.

2023
Okanagan Expansion

The company entered the Okanagan market and continued growing beyond the Lower Mainland. This year also marked the arrival of Saif Ullah, adding further leadership strength.

2024
National Expansion

BCW expanded into Alberta, Saskatchewan, and Manitoba while improving internal systems across Safety, Training, Quality Assurance, Finance, Dispatch, and Operations.

2025
Industry Leaders

BCW deepened relationships with major national contractors including Ledcor, Graham, Telus, BC Hydro, Aecon, Pomerleau, EBC, and Spiecapag, while also advancing franchise plans.

2026
Franchise Launch

With the groundwork in place, BCW is positioned to formally launch its franchise model and carry its operating approach into new markets.

Jack Liu

Owner and President

Jack is a results-driven entrepreneur and management expert with experience across engineering, construction, transportation, mining, oil, and gas. Prior to BCW, he served in senior management roles including Group CFO for a leading civil construction and facility management group in Fort McMurray.

Cailin Wadden

Owner and CEO

Cailin brings deep experience in safety, training, and operations. He previously led safety and training functions for a major construction company and has designed and delivered multiple safety programs. His leadership style is hands-on, operationally disciplined, and quality focused.
